She was a Brothel Keeper in Sydney NSW - Palmer Street.¹⁵⁸¹ Her criminal record after arriving in Australia between 1921 and 1925 included 75 offences for whoring, obscene language, offensive language and fighting. In 1943 she was charged with wounding an employee. ( She is reported to have lost 204 cases during her life.)
In 1925 she purchased a slum cottage in Palmer St., Sydney and opened her first brothel. However, by the late 1920's she owned 18 thriving bordellos. " Inl May 1925 when she was imprisoned for two years for malicious wounding." contd ... [ see documents]

[ Trent Niemann's Footnote: Harry Niemann, my father as an engineer in charge of maintenance of Sydney roads, told me they re-routed ( or intended to ) the heavy traffic through Palmer Street specifically to stop the prostitution on that street. I wonder if he knew of this family connection to the infamous 'Tilly' ... I doubt it very much but it is an ironic twist.

Tilly Devine was born into poverty in South London. As a young girl she would observe in the art galleries and theatres in the neighbourhood that some people had a different life to the one her family and neighbours led. She determined that she would find a way out of poverty to enjoy the luxuries that others obviously had. By the time she was 14, she was selling the only thing she had, her body, to achieve her dream. At 16 she met and fell in love with a sharp-talking Australian soldier, Jim Devine. At 17 she was married to him. Far from seeing marriage as a way to end the life of prostitution she had begun, this continued, with the full support and encouragement of her husband. Before leaving England she had a baby daughter who died in infancy and a son, who was a baby when she was to leave for Australia as a War Bride. Her mother said she was too young to look
after a baby properly, so her parents kept the child and raised him as their own son. ***

Tilly was attractive and could be the life of the party, but she had a vile temper and was frequently arrested for assault and foul language. It is said that no Australian woman ever went to court as often as Tilly Devine. Sometimes she won. She lost 204 times, but she always turned on a spectacular performance for the gallery. Jim also had a short and violent temper. Apart from living off Tilly’s earnings, he involved himself in whatever shady dealings came his way. He was a womaniser and abusive. Tilly suffered much physical abuse from him. But she must have truly loved him, for she endured more than twenty years of his violent and physical abuse before she finally left him. They apparently had stunning fights that entertained friends and neighbours alike.

Tilly indeed rose above her poverty-stricken beginnings. As a bordello madam running 18 brothels she could afford flashy clothes, furs and jewels. However, in the 1950’s, having enjoyed a life of relative luxury for more than 30 years, if often on the wrong side of the law, the taxman finally caught up with her. She was forced to sell her brothels to pay the taxes she had till then successfully avoided paying.

Tilly, the Queen of the Night, died in 1970, struggling to make ends meet on the aged pension, lonely and largely forgotten by the media and those she had for so long scandalised in earlier decades.

**** In a Television Program featuring Bill Leak, Artist, the Grandson and Neice of Tilly made an appearance. This is the first confirmation of the fact that she had a son before marrying Jim Devine.

East Sydney in the 1920's & 1930's, when it was the kingdom of vice queens Tilly Devine and Kate Leigh, was one of the most dangerous places on earth. Paddington, Darlinghurst, Kings Cross, Surry Hills and Woolloomooloo were sprawling slums of ramshackle rat- and roach - infested terraces and shacks where lived criminals violent alcoholics and drug addicts and those too poor to escape to more salubrious suburbs.

Tilly & Kate's Kingdom, [reported People's Magazine], 'comprised 'sly-groggeries and gin mills full of prostitutes, pimps, thugs, blackmailers, thieves, bludgers and strong arm toughs [located in] the noisome slum which begins across the road from Central Railway Station and whose squalid, narrow streets rise and fall across Surry Hills .... the hills are crammed with ancient hovels and terraces and life is characterised by the personalities of people, the rottenness of crime, the roughness of jungle justice.. ...
“It was a lucrative milieu for Tilly and sly grog & cocaine dealer Kate. When they ruled “Razorhurst”; as the inner east was then known they ranked amongst Sydney's wealthiest citizens. Their heyday fortunes, estimated at around 250,000 pounds ( $500 000) ... many millions in today's money.
Never before in any city in the world had the kingpins of crime both been women. Tilly & Kate outdid their male counterparts simply because they were smarter, more ruthless and more violent. Each notched up more than 100 convictions and served more than a dozen prison sentences.

At the height of her criminal career in the early 1930's Tilly Devine ran as many as 30 brothels, mostly around Palmer Street, East Sydney [ ironically a distant connection of Jim Devine, Harry Niemann, 30 years later employee of the Department of Main Roads changed Palmer St. to a no parking thoroughfare with the intent of eradicating the prostitutes and Brothels in Palmer St. ]

Tilly was a (mostly) benevolent despot. She and her henchmen protected her 'girls' from pimps and standover men.

Matilda Mary Twiss was born in Camberwell, a South-west London slum, in 1900. As a teenager she'd walk out on whatever factory job she was doing to escape across the river to the more respectable parts of town to linger in art galleries and music halls and gaze longingly at sumptuous shop windows. She became a prostitute on the Strand in London's West End not far from Buckingham Palace. One day at the height of World War 1, she was chatted up by an Australian Digger named James Devine an overbearing larrikin who claimed to his ingenuous companion that back home he was a rich squire of a Kangaroo farm. They married at the Church of Sacred Heart of Jesus in Camberwell in 1917. Leaving their baby son Frederick at home with her parents, who refused their daughter's permission to take him to Australia, she followed Jim to Sydney as a war bride in 1920.

Tilly donated thousands of pounds to children's hospitals, the Jesuits and Salvation Army.

Tilly and her second husband...................... Eric Parsons travelled to London in 1953 for the coronation of Queen Elizabeth II . Eric died of cancer in 1957.

[Tilly didn't fare as well ... as Kate ] When she died on 24November 1970, few came to bid her farewell at Botany Cemetery. Daily Telegraph journalist Ron Saw wrote a scathing eulogy in his column. 'She was a vicious, grasping, high priestess of savagery, venery, obscenity and whoredom ... one of the most frightening creatures spewed up by the razor gangs [ who was charged with everything from consorting to malicious wounding, from indecent language to attempted murder . She was a wretched woman.


She died of a coronary on 24 November 1970 in Sydney NSW - Concord Repatriation Hospital. 'The two children of her previous marriage had predeceased her and she adopted a son ( unknown name) who was the beneficiary of her $11007 estate."
There is some confusion about children. As mentioned earlier, a son was reported to have been adopted by her parents in England, another child was stillborn, also in England. There may have been another in Australia but certainly predeceased her if that was so. There is no record of the adopted child but I guess he could be found through probate records. However, I think this is a record his family might like to record some time into the future. Tilly was buried about 24 November 1970 in Sydney NSW - Cremated, Catholic rites. 'Tilly' Devine / Divine was the infamous Darlinghurst prostitute.

According to the paper she married Jim Devine in England where he was
serving in WW1.
They returned to Sydney (Darlinghurst) and both became notorious during the
'Razor gang' wars in Darlinghurst
She was arrested over 200 times for consorting and he twice for attempted murder.

Matilda Mary "Tilly" TWISS (DEVINE) (PARSONS) and James Edward "Jim" DEVINE were married on 12 December 1917 in UK - England Camberwell Church of Sacred Heart of Jesus.^265,266 According to the Australian Women Fact File Tilly had two children before she left England. The first a daughter was stillborn and the second, a son was raised by Tilly's parents as their own, presumably under the name Twiss.
A Television program screened 15/12/2008 Paintings by Bill Leek ( Leak ?) featured the Story of Tilly Devine. The program introduced a Grandson ( Twiss)and a Neice Diedre Devine. The Grandson came to Australia from england at Tilly's invitation. This supports the contention that she had a child prior to marrying Jim Devine.
James and Matilda are reported to have had two children, who predeceased Matilda. The only record found in NSWBDM which might be one child is the following:
death: 4053/1925 Devine William J (parents) James & Matilda at *Parkes NSW
* because of the location I have not accepted this as a child of this couple, but it is a strong possibility.
There are numerous records of children connected to James Devine but no others with both James & Matilda. James' death certificate indicates 'no issue' from this marriage.

Mary Jane and William married in Springfield, Massachusetts, U.S.A. 28/10/1864. Harriet Jane would have been the product of this union c 1865.

Mary Jane remarried c1870 an Alfred William Price in Hartford, Connecticut, U.S.A. They had 6 children between 1872 and 1881.They were Elizabeth Emma born c1872, Annie born c 1874, Alfred born c1877, Robert, died, John born c1880 and Hilda Lilly, born c 1881.

Mary Jane Price (nee Newman and Slines) died in Victoria, Aus .6/4/1920. She had lived in Victoria (9 Reed Street, Albert Park) for 43 years and predeceased Alfred. I haven't looked into their immigration history but their arrival in Victoria would have been around 1877.They may have landed elsewhere first in Australia. A few of her kids would have been born in Victoria. She is buried in Melbourne General Cemetery.

Harret Jane married Carl George Moritz at 9 Reed St., Albert Park (their usual residence) on June 19th 1889. She was 24 and he 23 according to birth dates but marriage records have their ages reversed.. He was a tobacco manufacturer, born, according to the marriage certificate, in Copenhagen, Denmark. My records say he was born and raised in Adelaide, South Australia and his name was Charles. Carl's parents were James and Ellen Moritz (nee Tuck).

Harriet Jane's and Carl's firstborn was Virginia Newman Moritz. (The Newman would have been from her natural father, William Newman) She was born 13/11/1890. Their address is listed as 22 Herbert Place, South Melbourne. Clarence George Newman Moritz was their second child, born 6/8/1893. Their address was 6 Graham St., South Melbourne. Virginia Florence died in 1894, aged 4 and living at 6 Graham St. Carl (Charles) continues to be listed in the Sands Directory until 1899 and then I lose all trace of him. His final address listed is 47 Dundas Place, South Melbourne. Carl and Harriet Jane have provided mystery and deadends until I found your website and at least Harriet Jane is explained but still not Carl (Charles).

Clarence George Newman Moritz survived and lived a long life. I have some details about him if you are interested.
She is ASSUMED ( a calculated guess), to have died before 1960 in NSW - possibly Parents: .

The above is a refenence to a William Unwin of Salisbury St. Christchurch who "Claims to vote Electoral district of Christchurch for the year 1863" There is no evidence that this person is related to Hariett Lucy Unwin.

Thank you for you enquiry. I have looked up the Mariage Register for the date of this marriage and unfortuantely I am unable to tell you very little more. This is because New Zealand did not require the names of the parents to be included on the mariage entry until the 1880's.
The register does however show that both the parties signed their names, and that Harriet was a minor - i.e. under age. The officiating Minister was Henry Jacobs and Sarah Hobson of Christchurch and John B Hobson of Christchurch, Law Clerk were the witnesses.

If you wish to make contact with the Presbyterian archivists in Dunedin, type Presbyterian Archives+ New Zealand into Google and the contact infromation can be found from the web site which will turn up.
